Summary
This brief seeks proposals from consultants / external organisations to provide support for the delivery of Work Package 5: Low Carbon and Affordable Housing (New Build and Retrofit) Innovation Cluster.
Bidders should have expertise in Modern Methods of Construction, low carbon buildings, and experience of innovation in building products and technologies
Nature of Contract: Services, value not expected to exceed £50,000 inclusive of VAT

1. Background
1.1 Eastern New Energy
The Eastern New Energy (ENE) project, part-funded by the European Regional Development Fund (ERDF) is helping organizations decarbonise their operations and researching how to remove the barriers to rapid decarbonisation. (See Appendix 1 at the end of this document for more detail).
Led by the University of East London, the £10.2m project started in 2020 and runs until December 2022 Our team includes specialists in energy; utilities; infrastructure; innovation; investors; digital (GIS, geospatial big data and analytics, IoT/smart cities applications, artificial intelligence, coordinating community action); universities; construction companies; local authorities and community groups.
We will focus on business and citizen-led innovation. We will bring specialists together with people with ideas and problems, and work together to decarbonise their communities, homes, businesses and lives. Results from the Eastern Region will inform plans to remove these barriers across the UK.

1.2 Work Package 5: Low Carbon and Affordable Housing (New Build and Retrofit) Innovation Cluster
Work Package (WP) 5 of the ENE project focuses on the decarbonisation of housing, both new build and domestic retrofit
WP activity includes:
- Introduction of new low carbon products and services to the construction supply chain (including developers, main contractors, sub-contractors, design/cost/M&E and other consultants)
- Supporting suppliers of low-carbon products, materials, technologies and services to develop markets and customers in the construction value chain
- Developing the capacity of the construction supply chain to tender for low carbon construction projects
- Supporting ENE beneficiaries to procure from the local construction supply chain
- Facilitating collaborations between developers and suppliers of low carbon products and services in order to offer low/net-zero carbon housing to clients
- Assessing performance of innovations
- Facilitating the integration of innovations into design and construction projects
- Connecting suppliers and buyers via ‘Meet the Buyer”, roadshow and other events
WP5 project deliverables are defined as follows:
1. Business Support Deliverables
C1: A minimum of 12 hours support and consultancy to SMEs
C5: Support for start-up organisations
C26: Research collaborations between universities working in Eastern New Energy and other organisations
C29: Introduction of new products and services to business organisations to improve productivity and environmental performance
WP5 deliverables are:
C1: 33 SMEs supported
C5: 6 start-up organisations supported
C29: 9 organisations helped to introduce new products and services to improve productivity and environmental performance
ENE has other Delivery Partners with the capability to help deliver this support. These include:
- Retrofit Works: Retrofit coordinators focused on the domestic retrofit market.
- Anglia Ruskin University: Passivhaus / low carbon buildings
- SmartKlub: Development of ESCOs using smart energy systems
- Energy Systems Catapult: Wide ranging support focused on energy data and analysis
1.3 About the Low Carbon and Affordable Housing (New Build and Retrofit) Innovation Cluster
Problem context
There is an urgent need for affordable, low/net-zero carbon housing.
The UK faces:
- A housing shortage
- A housing affordability crisis
- A climate crisis
- A productivity and quality challenge in the construction sector
Beside the shortage of affordable housing (even at modest environmental performance levels), the market cannot currently supply both net-zero carbon and true affordability in the same solution – whether with MMC or traditional construction.
Current status of the Innovation Cluster
We are working:
- With organisations that have an ambition to provide affordable net-zero carbon housing (such as councils, housing associations, community land trusts, etc)
- With developers and contractors that could deliver this housing
- With suppliers of low-carbon products, materials, technologies and services that can be used to help design and deliver lower and net-zero carbon housing
- To facilitate the development of teams/consortia that can collectively provide affordable net-zero carbon housing
2. Scope of consultancy support
UK Community Works is seeking a consultant / organisation to drive forward delivery of Work Package 5.
With regard to new build housing, the successful contractor will be required to:
- Provide advice and consultancy
- Advise Housing Innovation Cluster participants (clients and suppliers) on Modern Methods of Construction (MMC) approaches and methods; high energy performance fabric/envelope; and affordable low carbon housing solutions
- Support the creation of project teams that can design and deliver affordable net-zero carbon housing
- Support suppliers of low-carbon products, materials, technologies and services to integrate their offerings into net-zero carbon house designs
- Support innovation
- Provide advice and support to innovative developers and suppliers of low-carbon products, materials, technologies and services
- Raise awareness of these innovative low-carbon products, materials, technologies and services
- Help deliver roadshows, seminars, webinars
- Design and help produce workshops; digital and physical information materials; product and material displays
- Deliver presentations and demonstrations of MMC and net-zero carbon approaches and methods
With regard to domestic retrofit, the successful contractor will be required to:
- Identify new and emerging products and technologies that can be used by housing retrofit users, designers, and contractors to improve the energy performance of retrofits and reduce costs
- Collaborate as required with ENE beneficiaries and delivery partners to assess the performance of these innovations and integrate them into retrofit offerings
With regard to the delivery of ERDF Outputs, the successful contractor will be required to:
Work with UK Community Works and other Eastern New Energy partners to help deliver ERDF outputs as part of Work Package 5, specifically:
- C1: SMEs supported
- C5: Start-up organisations supported
- C29: Organisations helped to introduce new products and services to improve productivity and environmental performance
With regard to the wider Eastern New Energy project, the successful contractor will be required to:
- Work with UK Community Works staff to coordinate activities within the work package framework of the Eastern New Energy project
- Collaborate with the University of East London and other research partners as needed in their delivery of C26 research collaboration outputs
- Collaborate with the other Eastern New Energy delivery partners across the project
The successful contract holder/s will be expected to maintain activities in line with the overarching aims of the project, whilst supporting the partnership to deliver business support outputs and record environmental impact measures through the Innovation Cluster activities.
3. Procurement Timeline
We are seeking consultancy support for the remainder of the project duration, until the end of November 2022.
We envisage the phasing of this support will be greater in the first six to seven months of the appointment.

5. Bid Assessment Criteria Weightings
UK Community Works CIC intends to award contract(s) ensuing from this ITT to the supplier(s) that satisfies the Most Economically Advantageous Tender (MEAT) criteria based on Quality (80%) and Price (20%) assessments. All responses will be assessed against the evaluation criteria set out below:
Bidder responses to the Quality sections/questions will be assessed and scored using the scheme below:
Bidder responses to the price section/question of the tender will be evaluated on the following basis:
The supplier with the lowest priced proposal will receive the full marks of 20% with higher bids receiving less marks proportionate to the lowest offer.
